In the energy industry, this refers to any party that purchases electricity in bulk for resale to end use customers. Wholesale customers may include marketers, utilities and distribution companies, co-ops and any other entity engaged in energy resale. End-use customers are not usually permitted to be wholesale customers except in cases where the customer is a large-scale consumer of energy.
