A body, agency or company, usually representing a co-op, community or regional government or management agency, which arranges for energy acquisition and delivery, and which is guided by a predetermined set of goals, values and operating criteria. The values that drive an aggregator of this type extend simple beyond dollar value to include all values which are important to the customers that the aggregator represents. These can include reliability, availability and quality of ancillary services among others.
