A surcharge or line item billing invoiced to energy customers to cover the cost of providing energy to limited-means (low-income) customers, or to qualifying customers in remote or difficult-to-serve areas who would otherwise pay exorbitant energy rates. This charge may be rolled into a public benefits charge or other related line item charge.
