The percentage of an investment which can be recovered or returned as profit in a given amount of time, usually a year. Rate of return differs from profit margin in that it specifies the amount of payback relative to the total investment, as opposed to the level of profit on that investment. Regulators usually allow utilities a rate of return on their investments which is indexed to the utility's rate base.
