A rate class is a group of customers which is distinguished by the rate that this group pays for service as opposed to the actual customer class in which they would otherwise belong. For example, in areas where rural service rates apply, a commercial-agricultural customer and a rural residential customer may be in the same rate class, and those two customers may be in a different rate class from urban-residential customers.
