This term refers to a set of five objectives which electric utilities are expected to work toward regardless of the regulatory environment in which they operate. These objectives include equality of service to all classes of customers and suppliers, fairness and cooperation with other utilities, conscientious planning on behalf of those they serve, non-abuse of any monopoly power they may have, and protection of public health and welfare.
