A phase changer is a device installed to change the phase of the service supplied to meet the equipment needs of the customer. It is most commonly used to reverse the phase of 240v power connections or convert between two- and three-phase 240v service. This equipment is usually owned by the utility and provided to meet the special needs of equipment requiring electricity of a different phase from that originally engineered into the premises.
