peak responsibility

Refers to a specific customer or group of customers at a given time of peak energy demand. Peak responsibility does not necessarily refer to a customer or group which may be solely or largely responsible for high energy demand, but rather refers to the level of responsibility of that customer or group. Even the lightest user of energy in peak demand periods thus has peak responsibility, but a customer's use may have nothing to do with the existence of the demand peak.
