A rate for energy use designed to stimulate the customer to use more energy, typically by discounting energy costs above a certain threshold level. While this practice is usually frowned upon as encouraging waste or frivolous energy use, there are occasional situations where this practice is both useful and beneficial, and it is likely to become more common as non-polluting energy becomes more prevalent.
