Facilities and Fleet Management of Arapahoe County Government is a resource organization providing full service physical plant operations management, capital construction management, project management, lifecycle maintenance / repair of all vehicles and equipment and organization-wide mail and parcel processing / distribution services.

Facilities Management
Facilities management performs maintenance and custodial services for County facilities to include, but not limited to: HVAC, plumbing, electrical, custodial, general maintenance and grounds services.

The HVAC/R Supervisor performs a variety of supervisory, hands-on technical troubleshooting and administrative duties in order to maintain and repair County building systems and equipment. Primarily deals with Heating, Ventilation, Air Conditioning and Refrigeration (HVAC/R) and associated systems including but not limited to the Building Automation Systems (BAS), water treatment and testing, indoor air quality (IAQ), fire alarm and smoke evacuation interfaced systems as well as electrical and plumbing systems.

This position could be housed at 1610 West Littleton Boulevard in Littleton or at 7325 South Potomac in Centennial, but will be expected to travel anywhere in Arapahoe County that has a facility presence.
 

 

 Duties:
Schedules and assigns work to staff, and prioritize work requests.  Performs periodic performance appraisals and documents those appraisals.  Participates at a high level in the selection of new employees, making hiring recommendations to the Manager of Facility Systems.  Places employees on administrative leave when necessary due to poor performance, safety or security issues.  Makes recommendations for disciplinary actions up to and including termination of employment.
 
Instructs personnel in specific maintenance, repair and installation methods, principles and procedures. Trains staff to perform essential functions of the HVAC/R and BAS technicians and when the use of new techniques or equipment is required.  Prepares and conducts training on Safety Data Sheets (SDS) and County safety requirements.
                     
Receives and evaluates leave requests from staff to ensure optimal availability of sufficient staff to accomplish required tasks.  Approves and denies leave requests after briefing the Manager of Facility Systems.  Reviews and approves time sheets of Facilities Systems Technicians ensuring that all information is accurate and complete.
 
Performs a variety of supervisory duties associated with the maintenance, installation, troubleshooting and/or replacement of HVAC/R systems, operation of building automation systems, IAQ, HVAC/R related electrical and plumbing repairs and water treatment and testing.
 
Inspects and evaluates the day-to-day efforts to keep County HVAC/R equipment functioning efficiently, safely and comfortably for occupants and visitors; correcting discrepancies when discovered.  
 
Coordinates staff involvement in remodel or new construction projects involving the HVAC/R equipment being planned.  Inspects and approves work in progress and upon completion for compliance with approved plans and specifications. 
 
Responds, with staff, to departmental requests for repairs and maintenance of HVAC/R equipment and IAQ issues. 
 
Provides input for annual budget preparation.
 
Provides operational input regarding the Preventive Maintenance program to department leadership.
 
Maintains records and reports on any applicable regulatory agency requirements, inventory, equipment and the status of current projects.
 
Determines the appropriate amount of supplies and equipment required for each shift and submits orders for approval in sufficient time to ensure adequate stock. Approves the invoices of staff purchases and purchasing cards ensuring they are appropriate, completely documented and necessary.
 
Responds quickly to emergency situations.
 
Position may be "on-call" on a rotating basis and may need to be available for snowstorms.
 
Performs other duties as assigned.

 

 Requirements:

Knowledge of building systems, specifically an extensive level of knowledge content with HVAC/R and general knowledge of  fire alarm, Smoke Evacuation, electrical and plumbing systems.
 
Knowledge of Building Automated Systems (BAS), specifically the Long Building Technologies BAS system.
 
Familiarity with preventative maintenance and work order software systems.


Ability to review design development and construction documents/blue prints for all aspects of Mechanical, Electrical, Plumbing and Automated Temperature Control Systems.

Education and Experience:
  • High School diploma or GED equivalent required.
  • Desired education includes an Associate's degree, Refrigeration Operator certificate from ICC (International Code Council), HVAC/R certificate from a technical school (i.e. BOMI – Systems Maintenance Technician or Systems Maintenance Administrator Program) and/or two semesters or classes of Management training or coursework.
  • Enrollment or completion of an HVAC/R certification courses. (i.e. BOMI - Systems Maintenance Technician or Systems Maintenance Administrator Program).
  • A minimum of eight (8) years of experience in commercial building operations/engineering maintaining commercial HVAC/R equipment and associated systems in a public or private environment.
  • Four (4) years of experience in a supervisory or lead worker role in the maintenance and repair of commercial HVAC/R equipment.
  • Five (5) years of experience working with a Building Automation System (BAS).  Experience with Schneider Electric IA and Tridium AX JACE series controls preferred.
  • Experience with a work order system such as the web based WebTMA system.
  • A combination of education and experience may be considered.
  • Environmental Protection Agency (EPA) EPA 608 Universal refrigeration certification required.
Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) check, background check, physical capabilities examination and drug screen.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
Post-Employment Requirements:

  • Will also require post-hire fingerprinting, a CBI background check and successfully completing bi-annual Colorado Justice Information System training.
  • Position may be "on-call" on a rotating basis, subject to over-time which may include evenings, weekends and holidays.
  • Position is deemed essential and incumbents must be available for winter storm emergencies and available to work on an on-call on a rotation basis which requires evening, holidays and weekends.
  • Work locations and facilities are subject to change based on business need.

  • Work is performed indoors and outdoors and with frequent exposure to dust, fumes and chemical cleaners.

 
PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
 
Spends the majority of the time either standing or walking while on the job.
 
Lifts, carries, pushes and pulls up to 50 lbs. Uses equipment to move heavier items.
 
May be required to frequently lift heavy and awkward objects, up to 50 lbs, from ground level to waist level or higher, either on solid ground, or while balancing (Ex. on a ladder).
 
Frequently climbs, balances, stoops, kneels, crouches, crawls, reaches and handles while performing duties in cramped and unconventional work areas.
 
Oral and auditory capacity enabling interpersonal communication.
 
Auditory capacity to endure long-term exposure to loud noises.
 
Constant use of eye, hand and finger coordination while using tools and machinery.
 
Physical capability to safely operate County vehicles and machinery.
 
Exposure to outside elements to include direct sunlight, heat, cold, rain, snow and wind.  Mechanical rooms that are dusty, noisy and hot with tight spaces and moving machinery. Chemicals common to the trade including petroleum products, water treatment chemicals, brazing gases and refrigerants.
